Commercial system reform is a source of impetus for economic growth and an important means of promoting high-quality market development. Using data on nationally registered businesses and the National Tax Survey, this paper examines how commercial system reform stimulates firm market vitality from the exit-side perspective of the simplified firm deregistration reform. The results show that the reform facilitates firms' voluntary exit from the market through deregistration, encourages first-time entry and re-entry following exit, generates more entrepreneurial activity, and leads to a net increase in the number of market entities. Further analysis shows that the exit of deregistered firms effectively releases public resources and facilitates the settlement of claims and debts. The resulting credit reallocation effectively promotes market competition and increases incumbent firms' innovation investment and production efficiency, thereby revitalizing firm innovation. By focusing on firm exit, the simplified deregistration reform affects every stage of the firm life cycle and stimulates the vitality of market entities in a comprehensive manner, playing an important role in accelerating the establishment of a high-standard socialist market economy.

商事制度改革是经济增长的动力来源,也是推动市场高质量发展的重要手段。基于全国工商注册企业数据和全国税收调查数据,本文从企业简易注销改革这一退出侧视角出发,考察商事制度改革对激发企业市场活力的作用。研究发现,简易注销改革有助于企业以注销途径主动退出市场,激励企业首次进入和退出再进入,带来更多创业活动,并引致市场主体的净增加。进一步看,注销退出企业能有效释放公共资源,推动债权债务清算,信贷再配置后有效促进市场竞争,提升在位企业的创新投入和生产效率,从而焕发企业创新活力。简易注销改革以企业退出侧为切入点,其影响贯穿企业全生命周期的各阶段,能全方位激发市场主体活力,对加快构建高水平社会主义市场经济体制发挥了重要作用。
