How to effectively narrow welfare gaps among residents amid persistently large urban–rural and regional development disparities and income distribution gaps is an important issue for promoting common prosperity and high-quality development. This paper argues that inflation in China exhibits a structural feature characterized by trend changes in the relative prices of different categories of consumer goods, which have heterogeneous effects on the transformation of consumption structures across income groups. Inflation therefore has income redistribution effects and is an important factor affecting welfare gaps. The paper first estimates consumption preferences using the nonhomothetic constant elasticity of substitution and price-independent generalized linear expenditure systems, and then measures the evolution of residents' real income and welfare gaps using the Konüs index. The results show that the structural features of inflation in China since the reform and opening-up have driven the transformation of the consumption structure but slowed the growth of residents' welfare. This negative effect first increased and then decreased, reaching its maximum in 2016, when it was equivalent to a reduction of nearly 10 percentage points in residents' income. Inflation generates significant income redistribution effects, with relatively greater negative effects on the welfare of groups with lower consumption levels, causing real income inequality among residents to exceed nominal income inequality. In 2018, nearly two-thirds of residents experienced welfare losses greater than the social average. Since the 18th National Congress of the Communist Party of China, the income redistribution effects of inflation have gradually diminished; by 2018, the difference in welfare losses between residents at the 10th and 90th percentiles of expenditure had narrowed to approximately 3 percentage points. This paper proposes that optimizing the price structure to narrow differences in consumption structures across groups is an effective policy lever for mitigating the redistributive effects of inflation and narrowing welfare gaps among residents.

如何在城乡区域发展和收入分配差距仍然较大的背景下有效缩小居民福利差距,是促进共同富裕和推动高质量发展的重要课题。本文提出中国通货膨胀呈现不同类别消费品相对价格发生趋势性变化的结构性特征,对不同收入群体的消费结构转型产生了差异化影响,因此通货膨胀具有收入再分配效应,是影响福利差距的重要因素。本文首先估计了非位似常替代弹性和价格无关扩展线性等消费偏好,之后测算了以科努斯指数衡量的居民实际收入和福利差距演化趋势。本文研究发现:改革开放后中国通货膨胀的结构性特征推动了消费结构转型,但减缓了居民福利增长速度,其负向影响呈现先扩大后缩小趋势,在2016年达到最大,相当于降低居民收入近十个百分点;通货膨胀产生显著的收入再分配效应,对低消费水平群体福利的负向影响相对更大,使居民实际收入差距高于名义收入差距,2018年近2/3居民的福利损失大于社会平均水平;党的十八大以后通货膨胀的收入再分配效应呈现逐步缩小趋势,2018年支出在十分位和九十分位的居民福利损失的差别缩小到3个百分点左右。本文提出通过优化价格结构来缩小不同群体消费结构差异,是缓解通货膨胀再分配效应、缩小居民福利差距的有效政策着力点。
