Constraints arising from the tight fiscal balance necessitate improvements to the mechanisms through which tax incentives support key areas. Following the expansion of the additional value-added tax (VAT) credit policy in 2023, its core orientation shifted toward providing targeted support for the development of key industries. This policy innovation is extremely rare in the history of VAT worldwide, making a systematic evaluation of its implementation effects necessary. Taking the extension of this policy to advanced manufacturing as its point of departure and drawing on manually compiled information from listed companies' annual reports, this paper empirically examines its impact on enterprise value, the underlying mechanisms, and the characteristics of its effects. The findings show that the additional VAT credit policy significantly increases the value of advanced manufacturing enterprises. This effect operates primarily through three channels: a direct cash-flow effect, a production-factor allocation effect, and an effect that alleviates financing constraints. Further analysis indicates that firms' positions in the industrial chain and the characteristics of their industries influence the policy's implementation effects, while dynamic adjustments to firms included on the policy list produce qualification-tiering and threshold-screening effects. This paper deepens the understanding of the operating logic and inherent regularities of the VAT system, helps promote the optimization and adjustment of sector-specific VAT incentive policies within a framework of fiscal sustainability, and provides support for the development of strategically important industries.
Abstract
财政紧平衡约束要求完善税收优惠对重点领域的支持机制。增值税加计抵减政策在2023年扩围后,核心定位转变为精准扶持重点行业发展。此政策创新在世界增值税的发展历史中极为少见,有必要对其实施效果进行系统评估。本文以该政策向先进制造业转移为切入点,基于手工整理的上市公司年报信息,实证检验其对企业价值的影响、实现机制和作用特点。研究发现,加计抵减政策能显著提升先进制造业企业价值,这一效果主要通过直接现金流效应、生产要素配置效应、融资约束缓解效应三条路径实现。进一步分析表明,企业在产业链中的位置、所属行业特征会影响政策实施效果,对政策清单内企业的动态调整具有资质分层与门槛筛选效果。本文能够深化对增值税制度运行逻辑与内在规律的认识,有助于在财政可持续性框架下推动增值税行业性优惠政策优化调整,为战略重点产业发展提供保障。
