Fiscal transfer payments are a core institutional arrangement for adjusting the distribution of fiscal resources between the central and local governments and promoting balanced regional development. Their allocative efficiency bears directly on the quality and effectiveness of primary-level public finance and the modernization of national governance. Existing studies have largely focused on the regional equalization objective and economic growth effects of transfer payments, with relatively limited attention to their alignment with local expenditure needs. From the perspective of county-level fiscal expenditure needs, this paper uses detailed county-level fiscal data from China for 2016–2021 to construct an empirical framework for evaluating the allocative efficiency of fiscal transfer payment funds. The empirical results show that there remains room to improve the extent to which transfer payments meet county-level fiscal expenditure needs, and that in some counties this is accompanied by an expansion in the scale of expenditures. The targeted allocation of special-purpose transfer payments and local governments' path dependence on transfer payments are key factors affecting improvements in the allocative efficiency of transfer payment funds. This paper systematically investigates the overall allocative efficiency of fiscal transfer payment funds and the directions for its improvement, deepens the theoretical understanding of the logic underlying the allocation of fiscal funds across multiple levels of government, and provides theoretical and practical references for optimizing the transfer payment system and rationalizing central–local fiscal relations.
Abstract
财政转移支付是调节央地财力分配、均衡区域发展的核心制度安排,其资金配置效率关乎基层财政质效与国家治理现代化进程。既有研究多聚焦于转移支付的地区均衡目标与经济增长效应,较少关注其与地方支出需求之间的适配性。文章基于县域财政支出需求视角,利用2016—2021年中国县域层面的财政明细数据,构建实证框架评估财政转移支付资金配置效率。实证结果表明,转移支付在满足县域财政支出需求方面仍有优化空间,且在部分县域伴随支出规模扩张现象,其中专项转移支付的定向配置以及地方对转移支付的路径依赖,是影响转移支付资金配置效率改善的关键因素。文章系统探究了财政转移支付资金的整体配置效率与优化方向,深化了对多层级财政资金配置逻辑的理论认知,为优化转移支付体系、理顺央地财政关系提供理论与实践参考。
