The agricultural machinery operation service market, exemplified by cross-regional operations, has enabled China—particularly its plains regions—to achieve the widespread adoption of large agricultural machinery despite the predominance of small-scale farming. Since 2014, however, the service market has exhibited a shift from cross-regional operations toward localization and internalization. Drawing on macro-level data and survey data from the North China Plain, this study reviews the development of the agricultural machinery operation service market and examines the logic of its transformation from both demand and supply perspectives. The findings show that transaction costs associated with outsourcing, subsidies for agricultural machinery purchases, and competition in the agricultural machinery service market induce simultaneous adjustments in the demand and supply structures of agricultural machinery operation services, constituting the underlying logic driving market transformation. On the one hand, smallholders reduce outsourcing transaction costs by purchasing services from local acquaintances, whereas farmers who rent in land tend to purchase machinery for self-operation and move toward internalization under the combined push and pull of transaction costs and machinery purchase subsidies, while also providing localized services to others as a sideline. Consequently, the demand structure exhibits a shift toward localization and internalization. On the other hand, competition in the service market leads to a contraction of service radii and declines in serviced acreage and earnings. Under rigid constraints arising from the asset specificity of human capital and physical assets, agricultural machinery service providers shift from exclusively supplying services to renting land for self-operation and thereby move toward internalization, while also providing localized services to others as a sideline. Consequently, the supply structure likewise exhibits a shift toward localization and internalization. The resulting segmentation of the service market, contraction of the radius of specialization, and decline in market capacity, in turn, constrain the expansion of specialization. At the current stage, the government should focus on optimizing agricultural machinery purchase subsidies, reducing outsourcing transaction costs, and supporting the transformation of service providers to promote the integrated development of land-scale operations and service-scale operations.
Abstract
以跨区作业为代表的农机作业服务市场,使得中国(尤其是平原地区)在小规模经营基础上,成功实现了大型农机的普遍应用。但是,2014年以来服务市场却呈现出从跨区作业向本地化与内部化转型的态势。基于宏观数据和华北平原调查数据,本文在分析农机作业服务市场发展历程的基础上,从供需双重视角探究了市场转型的逻辑。研究发现,外包交易成本、农机购置补贴与农机服务市场竞争,诱发农机作业服务需求结构与供给结构的同步调整,是推动市场转型的深层逻辑。一方面,小农户通过购买本地熟人的服务降低外包交易成本,而转入土地的农户则在交易成本与购机补贴的推拉作用下,倾向于购机自营走向内部化,并对外兼营本地化服务,使得需求结构呈现本地化与内部化转型的特征。另一方面,服务市场竞争引致服务半径收缩,服务面积和收益下降,在人力资本和实物资产专用性的刚性约束下,农机服务主体从单纯提供服务转向租地自营走向内部化,并对外兼营本地化服务,使得供给结构呈现本地化与内部化转型的特征。其结果是,服务市场分割、分工半径收缩与市场容量下降,并反向限制分工拓展。现阶段政府应重点从优化农机购置补贴、降低外包交易成本和支持服务主体转型入手,推动土地规模化与服务规模化的融合发展。
