A Polycentric Digital Supply Chain Ecosystem for Advancing the Rural New Energy Revolution: A Case Study of the SPIC–Lankao County Distributed Photovoltaic Project

The rural new energy revolution is an important pillar of the national energy structure transformation and rural revitalization strategy. Its essence lies in restructuring power relations among diverse actors to drive the supply chain's transition from monocentric control to polycentric collaboration. From the perspective of dynamic power allocation, this study integrates supply chain ecosystem theory, polycentric collaborative governance, and power theory and, through a longitudinal case study of the SPIC–Lankao distributed photovoltaic project, systematically reveals the internal mechanism through which changes in forms of power drive the evolution of supply chain operating models. The findings show that a polycentric digital supply chain ecosystem follows a three-stage evolutionary path of "chain-leader dominance–platform empowerment–ecosystem collaboration." During this process, forms of power undergo a stepwise transition along the path of "control–delegation–sharing," promoting coordinated changes across three dimensions—organizational forms, resource allocation, and governance mechanisms—and ultimately driving the supply chain's transformation from vertical control to distributed collaboration. This study develops an integrated framework for the coevolution of "power–organization–resources–governance," extends the dynamic explanatory scope of power theory in complex rural contexts, and deepens understanding of the development path and institutional logic of polycentric digital supply chain ecosystems. It provides a theoretical basis and practical guidance for governments and enterprises to collaboratively advance the rural new energy revolution and energy industry development.

Abstract

农村新能源革命是国家能源结构转型与乡村振兴战略的重要支撑,其本质在于通过多元主体权力关系的重构,推动供应链由单中心管控向多中心协同转型。本文基于动态权力配置视角,整合供应链生态、多中心协同治理与权力理论,通过对国家电投—兰考分布式光伏项目的纵向案例研究,系统揭示权力形态演变驱动供应链运营模式演化的内在机制。研究发现,多中心数字供应链生态遵循“链长主导—平台赋能—生态协同”的三阶段演化路径。在此过程中,权力形态沿着“控制—赋予—共享”的路径阶梯式跃迁,推动组织形态、资源配置与治理机制的三维协同演变,最终驱动供应链由垂直管控向分布式协同转型。本文构建了“权力—组织—资源—治理”联动演化的整合框架,拓展了权力理论在乡村复杂情境中的动态解释维度,并深化了多中心数字供应链生态的建构路径与制度逻辑。本研究为政府与企业协同推进农村新能源革命与能源产业发展提供了理论依据与实践指引。
