Amid profound changes in the landscape of international technological competition, Chinese firms urgently need to identify breakthrough pathways for surmounting the 'small yard, high fence' and achieving greater self-reliance and strength in science and technology. Using Chinese A-share listed companies from 2014 to 2022 as the research sample, this paper investigates the impact of U.S. export controls on intermediate technology products on joint innovation by Chinese firms in critical digital technology fields. The results show that U.S. export controls promote joint innovation between restricted Chinese firms and domestic entities in critical digital technology fields. This effect is compelled by shocks to industrial-chain risks: the stronger willingness to pursue localized adaptation induced by technology supply cutoffs encourages Chinese firms to seek joint innovation with domestic entities. U.S. export controls also promote joint innovation between restricted Chinese firms and entities not subject to the controls, but the compelling effect on joint innovation among restricted Chinese firms themselves is not evident; the tendency of controlled entities to 'band together for warmth' is concentrated primarily in industry–university–research collaboration between restricted Chinese firms and restricted Chinese universities. In technologically advanced fields where technological bottlenecks are concentrated, such as artificial intelligence and high-end chips, restricted Chinese firms likewise place greater emphasis on collaboration with domestic universities. Industry–university–research integration has become an important pathway for Chinese firms to surmount the 'small yard, high fence' under external pressure.
Abstract
伴随着国际技术竞争格局深刻调整,中国企业亟须寻求翻越“小院高墙”、实现高水平科技自立自强的突破路径。本文选取2014—2022年中国A股上市公司作为研究样本,探究美国技术中间品出口管制对关键数字技术领域中国企业联合创新的影响。研究发现,美国出口管制促进了受限中国企业与国内主体在关键数字技术领域的联合创新,这一影响是通过产业链风险冲击“倒逼”实现的,技术断供引起的本地化适配意愿增强会促使中国企业寻求与国内主体的联合创新;美国出口管制促进了受限中国企业与非管制对象的联合创新,但对受限中国企业之间联合创新的“倒逼”效应不明显,受管制对象“抱团取暖”的现象主要集中于受限中国企业与受限中国高校的产学研合作;在人工智能、高端芯片等技术前沿性强、“卡脖子”问题集中的领域内,受限中国企业同样更侧重于与国内高校合作,产学研融合已成为中国企业在外部压力下翻越“小院高墙”的重要途径。
