Deep Trade Agreements and Heterogeneous Consumer Welfare

Deep trade agreements (DTAs) have become an important institutional force shaping the landscape of international trade, with far-reaching implications for welfare across heterogeneous consumers. This paper develops a general equilibrium model featuring heterogeneity among both consumers and firms as well as multi-country, multi-sector input-output linkages. By explicitly distinguishing the mechanisms through which tariffs and DTAs operate, the paper systematically evaluates the effects of DTAs on heterogeneous consumer welfare. The findings are as follows. First, the complete removal of DTA provisions would lead to significant declines in consumer welfare in most countries. Shocks to core depth are larger than those to total depth, and WTO+ provisions have greater effects than WTO-X provisions. In most countries, non-service-sector workers experience larger welfare losses than service-sector workers, with low-income groups suffering particularly pronounced losses. Second, because China currently has relatively limited coverage of DTA provisions, the overall impact of completely removing these provisions is modest. Such removal would instead slightly improve the welfare of non-service-sector workers, although low-income groups would benefit the least. Meanwhile, the welfare of service-sector workers would decline, with low-income groups incurring the greatest losses. Third, China's accession to the CPTPP would not only significantly improve welfare in China and other member countries but also generate positive spillover effects for most non-member countries through input-output linkages, with particularly pronounced welfare gains for China's low-income groups. This paper not only provides a theoretical framework for evaluating the effects of deep trade agreements on heterogeneous consumer welfare but also offers a micro-theoretical basis for governments to formulate appropriate policies and more fully realize the economic benefits of deep trade agreements.

Abstract

深度贸易协定(DTA)已成为塑造国际贸易格局的重要制度性力量,对异质性消费者之间的福利产生深远影响。本文构建了一个包含消费者与企业双重异质性,并纳入多国多部门投入产出关联的一般均衡模型,明确区分关税与DTA的作用机制,系统评估DTA对异质性消费者福利的影响。研究表明:其一,全面取消DTA条款将导致多数国家消费者福利显著下降,核心深度的冲击大于总深度,WTO+条款的影响超过WTO-X条款;在多数国家中,非服务业劳动力的福利降幅高于服务业劳动力,且低收入群体受损尤为突出。其二,由于中国当前DTA条款覆盖率较低,全面取消DTA条款带来的总体冲击有限,反而使非服务业劳动力福利略有改善,且低收入群体受益最小。与此同时,服务业劳动力福利水平下降,且低收入群体损失最大。其三,若中国加入CPTPP,不仅会显著提升本国及其他成员国福利,还会通过投入产出关联对多数非成员国产生正向溢出效应,且对中国低收入群体的福利改善更为明显。本文不仅为评估深度贸易协定对异质性消费者福利的影响提供了一个理论框架,也为政府制定合理政策、更大程度发挥深度贸易协定的经济效应提供了微观理论依据。
