The role of green tax incentives in driving the green transformation of enterprises has been widely recognized in academia. However, whether the green incentive effects of tax preferences can penetrate the black box of enterprises' production and operational decisions and reshape the logic of their resource allocation is a key factor in assessing the deeper value of such policies. Using data from the 2008–2016 National Tax Survey, this paper constructs a high-dimensional fixed-effects model to systematically examine the actual impact and underlying mechanisms of green tax incentive policies on high-quality enterprise development. The study finds that green tax incentives significantly promote enterprises' total factor productivity (TFP). The mechanism analysis shows that, unlike broadly applicable tax incentive policies, the quality-enhancing effect of green tax incentives does not rely on an investment scale effect but instead stems from the financing supplementation effect and the investment structure effect induced by the policy. Specifically, while increasing enterprises' internal funds and external subsidies, green tax incentives guide enterprises to redirect resources from conventional fixed-asset investment toward green transformation and R&D innovation, forming a development model in which quality improvement substitutes for quantitative expansion. Further analysis shows that green tax incentive policies significantly reduce enterprises' exit risk and help low-carbon enterprises achieve operating revenue growth, thereby promoting industrial-level transformation, upgrading, and structural optimization. These findings provide important empirical evidence for improving a green tax system conducive to high-quality development.
Abstract
绿色税收优惠在驱动企业绿色转型方面的作用已获得学界的普遍认可。然而,税收优惠的绿色激励效应能否深入触及企业生产运营决策的黑箱,重塑企业资源配置逻辑,是评估政策更深层次价值的关键因素。文章基于2008—2016年全国税收调查数据,构建高维固定效应模型系统考察绿色税收优惠政策对企业高质量发展的实际影响和内在机制。研究发现,绿色税收优惠对企业全要素生产率具有显著的促进作用。机制分析表明,不同于普惠性税收激励政策,绿色税收优惠的提质效果并非依赖于投资规模效应,而是源于政策引发的资金补充效应和投资结构效应。具体而言,绿色税收优惠在增加企业内源资金和外部补贴的同时,引导企业将资源从传统固定资产投资转向绿色转型与研发创新领域,形成以提质替代增量的发展模式。进一步分析结果显示,绿色税收优惠政策显著降低了企业的退出风险,并有助于低碳企业实现营业收入增长,推动产业层面的转型升级与结构优化。研究结论为完善有助于高质量发展的绿色税收体系提供了重要的经验证据。
